Garda Uno Advances on GPL Plant Project With Tremosine Agreement
Progress continues at Azienda Speciale Consorzio Garda Uno towards improving essential and now indispensable services for the residents of Garda and, most importantly, the neighboring villages. Recently, an agreement was signed with the Comune di Tremosine that involves the planning, construction, and management of a GPL gas distribution plant.
This is an important project for a town that is difficult and economically challenging to reach, as it cannot be connected via the methane pipeline network that links many Italian localities. A program valued at 2.4 billion euros, mostly financed (2 billion euros) by the Regione Lombardia through FRISL funds, will bring a well-established and highly valued service to Tremosine’s households—services that have long been available and appreciated in communities already connected to the methane distribution network.
Impact and Future Perspectives of the Project
An initiative that could, and certainly will, serve as a “pilot” for other geographically challenging locations that are difficult to connect to the methane pipelines and therefore require autonomous systems. For the Tremosine project, the only deadline currently set by the municipality, and accepted by Garda Uno, is July 6, 1999—a date by which the project must be submitted to regional offices, under penalty of losing the grant.
Leaders of Azienda Speciale Garda Uno expressed satisfaction, including President Guido Maruelli, shortly after the approval of decisions made by the Comune di Tremosine city council and confirmed by the Company’s Board of Directors.
TAR Ruling and Its Impact on Planning
A recent ruling from the TAR Lombardia, Brescia branch, has given a push to accelerate the project by effectively resetting the situation—”erasing all acts and administrative measures previously adopted by the Comune di Tremosine” (ed. note)—regarding the contract, as detailed in the resolution approved by the Consiglio Comunale di Tremosine.
The ruling also specifies that “the direct assignment to the Design, Construction, and Management of GPL Services Company is considered particularly suitable and advantageous for the Comune di Tremosine.”
