Riva Implements €300M Environmental Plan with National Funding
In very general terms, “sustainable development must at least avoid causing harm to the natural systems that form the foundation of life on Earth, that is, the atmosphere, waters, soil, and living beings.” Like all principles, this must then be adapted to the specific local context to which the interventions to be implemented are calibrated.
“Agenda XXI” is a program of the Ministry of the Environment that proposes to finance, with a contribution equal to 70% of eligible expenses and up to a maximum of 300 million euros, an environmental planning project proposed by municipalities, provinces, and other territorial entities.
Role of the Councillor and Structure of the Working Group
The Councillor Marino has overseen the drafting for the municipality of Riva of an «environmental report» used to measure development compatibility, for which national contribution funding has been requested.
In Riva, a working group is planned to be established, ensuring specific expertise from a chemist, physicist, hydrobiologist, naturalist, agronomist, geologist, urban planner, architect, doctor, sociologist, geographer, plus a coordinator and a communication expert.
Within 12 months, individual specialists will be responsible for data collection, their interpretation, participation in information and consultation tables, and an initial definition of environmental remediation interventions.
Costs and Funding
The total cost of the work will be 300 million euros, increasing to 360 million with legal contributions.
If support is granted by the Ministry, the municipality will cover 10% of the expenses, amounting to 36 million euros. Another 20% (72 million euros) will come from the province, and the remaining 70% (252 million euros) from the state.
