Budget Forecast Desenzano 2025-2027: Increases in IRPEF and IMU for Second Homes and Protection of Municipal Services

The municipal administration of Desenzano del Garda, led by Mayor Malinverno, has approved the draft of the Budget Forecast for the three-year period 2025-2027. The document, which will be discussed in the City Council in December, anticipates an increase in expenditure of approximately 2 million euros, rising from the current 38.1 million to 40 million. This growth is primarily attributed to higher management costs for outsourced services, adjustments to national personnel contracts, and elevated interest rates.

Despite the rise in expenses, the administration assures that there will be no cuts to essential services such as education and social services. To support the budget, some fiscal adjustments have been introduced: the IMU rate for second homes has been increased from 10.20 to 10.60 per thousand, and the two lowest IRPEF brackets have been merged into a single rate of 0.5% for incomes up to 28,000 euros, while maintaining the exemption for incomes up to 18,000 euros. Those exceeding this threshold will see an increase of approximately 15 euros per year.

Minimal adjustments have also been made to service fees, maintaining a moderate approach to avoid placing excessive burdens on families.

**New Investments in Infrastructure and Education**

Among the key developments, a notable investment of 3.6 million euros, financed through a loan, is earmarked for the construction of a new school complex. Additionally, the management of the third municipal nursery is planned, which will incur an additional cost of around 400,000 euros annually for the municipality. These initiatives represent a concrete commitment to enhancing educational services and ensuring modern and functional facilities for the community.

The Budget Councillor, Stefano Medioli, emphasized that the timely approval of the budget allows for effective planning for the coming years, ensuring the efficiency and continuity of municipal services. “Our focus is on optimizing expenditure and increasing revenues without penalizing citizens,” Medioli stated.
