On May 3rd, the National Social Security Institute (INPS) published Circular 59/2024, which provides guidelines on the conditions and requirements for accessing the early retirement option for women, known as “Opzione Donna 2024.”
According to the circular, female workers can access the Opzione Donna 2024 if they have accumulated at least 35 years of social security contributions by December 31, 2023, and are at least 61 years old.
The minimum age of 61 can be reduced by one year for each child, up to a maximum of two years.
The requirements established by Law No. 197/2022 (Financial Act 2023) remain in place for 2024.
Regarding the conditions for submitting an application, the following must be met:
– Providing assistance to a spouse or first-degree relative living with a severe disability for at least six months, or to a second-degree relative living together if the parents or spouse of the person with a severe disability are 70 years old or older, or if they also have disabling conditions, or if they are deceased or missing.
– Having a reduction in work capacity, certified by the competent commissions for the recognition of civil disability, equal to or greater than 74%.
– Being a laid-off worker or an employee of companies for which a crisis management table is active at the company crisis structure.
The circular specifies that the pension cannot be retroactive:
– Starting from February 1, 2024, for employed and self-employed women whose pension is paid by the Mandatory General Insurance (AGO).
– Starting from January 2, 2024, for employed women whose pension is paid by exclusive forms of the same.
