Fontana Bans Outdoor Work in Lombardy During Peak Heat

An ordinance signed by Lombardy President Attilio Fontana bans outdoor work during hours of peak sun exposure from June 10 to September 23, 2026, between 12:30 and 16:00, on days when the Worklimate platform reports a High risk level for workers engaged in intense physical activity. The restrictions apply across the region to agriculture, floriculture, outdoor construction sites, and quarries.

The measure results from talks among the Welfare Department, the Department of Prevention, regional ATS health authorities, and representatives of unions and employers’ associations. It provides exemptions for public administrations, public-service concessionaires, and contractors in cases of public utility interventions, civil protection, or other safety measures, with employers required to implement organizational and operational safeguards under Legislative Decree 81/2008. Municipalities are urged to consider temporary exemptions to noise limits to allow work in cooler hours. Violations carry penalties under Article 650 of the Penal Code.
