Garda Community Meets on Lake Navigation, Safety, and Regulation Harmonization
The regulation of navigation on Lake Garda, safety, port and non-port territorial customs regulations, tourist use, and water quality are the topics scheduled for discussion today at the event organized by the Garda Community at the Hotel Continental di Sirmione.
The meeting, which will begin at 10:30 a.m., will be attended, among others, by Karl Rakerseder, responsible for recreational navigation at the Adac (German Automobile Club), representatives of the Lombardia and Veneto Regions, the Provinces of Verona, Brescia, Mantova, and Trento, port inspectors, tourist promotion agencies (Apt), and Garda municipalities, police headquarters of Brescia, Verona, and Trento, Carabinieri, fire brigade, coast guard stations, police, financial police, and nautical operators and rental companies.
Roles and Requests from the Garda Community
The Garda Community, whose presidency has been assumed by Brescia-based Giuseppe Mongello while the vice president is the mayor of Brenzone, Giovanni Zappalà, aims to serve as a coordinating body or interregional authority in this context.
Both Mongello and Zappalà, along with many other Garda administrators, recognize the urgency of standardizing port management and the regulations governing navigation and the use of the lake’s territory on Benaco.
Legislative Situation and Transfer of Competencies
The new Garda navigation law, which must be approved by Lombardia, Veneto, and Autonomous Province of Trento, has yet to materialize; the latest version of this decree, which was not ratified jointly by Venice, Milan, and Trento, dates back to 1983.
Furthermore, the Bassanini law, which has long sanctioned the transfer of competencies regarding port management to local authorities, has already been implemented.
In this regard, Lombardia has already transferred these competencies to municipalities, which have already allocated mooring places.
However, there remains a lack of action from the Province of Trento and the Veneto.
An ironic situation that will not be easy to explain to the German guests of the Adac, which counts over 14 million members across the Alps.
