Nago-Torbole Faces Decades of Delay in Zoning Plan Approval

“A big mistake to make it inter-municipal, in fact a disaster,” admits Mayor Parolari. And we’re talking about the zoning plan. The one which, nine years ago, the Nago-Torbole municipal administration deemed politically correct to address together with neighboring municipalities.

A shared lakeshore zone and similar economic affinities, on the other hand, advised this approach. However, Arco went its own way. And then teamed up with Riva. The decision at that point was to rely on architect Favole.

An (inter-municipal) plan that, by the end of 2000, does not appear to be approved by Trento, where it is based. And, as it appears, there will still be months to wait. At best, in any case, until 2001.

Reasons for the delays and consequences

Blame, of course, was entirely placed on Riva. Or rather, on the problems of a large municipality dealing with a much smaller one.

Mayor Parolari has no doubt on this point: over these nine years, in drafting the zoning plan, the interests of Riva have been followed, not those of Nago-Torbole; and the delays resulting from this still affect its issues.

Municipality of Nago-Torbole, which, moreover, is suffering significantly in terms of tax revenues. Just think of the missed income from urbanization charges (nothing is being built anymore) and the Ici on the myriad of new buildings, expansions, and others that could theoretically start with the introduction of the plan.

There are also damages caused by the delay in implementing public works. Even the new school center could be affected, as there are rumors of postponing the provincial contribution (9 billion lire) due to the prg.

To Parolari’s complaint, made in the city council, one should also add the complaints of many citizens who are eagerly waiting for what has been promised and certain: nine years is a long time for anyone to wait to be able to maybe build their house. Disheartening.

“We have no other way to make our voices heard but to complain, and nothing more,” says the Mayor of Nago-Torbole.
