Riva Secures €10 Billion for Underground Parking Project

The funds, approximately ten billion euros, still exist. Thanks to a finally meticulous verification by the provincial offices overseeing the public works of local authorities, the exact amount will be quantified in the coming days.

Not only that: the Comune di Riva will also be able to understand the precise procedures through which this sizable sum of money will transfer from the provincial coffers to the City Hall.

Origin and destination of the funds

The ten billion euros are part of the large allocation that the State (when Tognoli was minister, a lifetime ago) had earmarked for Municipalities wanting to build new parking facilities.

Riva — with its project for the underground parking in Via Pilati — was one of the municipalities that received approval for the application.

Since then, however, little movement had been made. So much so that last spring, a letter from the Corte dei Conti arrived, adding pressure on both the Municipality and the Province.

Recent initiatives and decisions

Why not spend that money? What are you waiting for? The letter almost sounded like a warning that the State could withdraw the unspent funds.

Everyone thus took action. Both in the Province, where the funds had been almost forgotten; and in the Municipality, where — ironically — there was a risk of losing the funding just as a decision had been made to proceed with the construction of the underground parking by forming a joint venture (l’Alto Garda Parcheggi).

Current status and future developments

After a series of meetings along the Riva-Trento axis, the situation is now completely clear, at least financially.

This is why Mayor Malossini, in the upcoming city council meeting (on October 12 or 13), will be able to give a comprehensive report on the parking program.

The request came from the opposition, concerned about the impasse of recent months. During that meeting, the mayor — who has overseen the process with Pietro Matteotti, the assessor — will also announce that the establishment of l’Alto Garda Parcheggi is almost finalized.

The partner — the so-called Milano-Parigi company — has approved the bylaws. With the financial plan outlined, only the “parasocial” agreements remain to be added: that is, commitments to prioritize the construction of the parking lot over (as some would have preferred) the widespread installation of parking meters.
