Riva West Bypass Gets Final Approval, Set for 2001 Construction
The second and final service conference convened yesterday afternoon in the province by Councillor Casagranda unanimously expressed a favorable opinion on the project for the west bypass of Riva, drafted by the Gentilini studio and presented in mid-September in the city. With this approval, the bureaucratic phase is closed, and now we move on to execution.
The vice Pietro Matteotti expressed satisfaction, having traveled to Trento to attend the conference proceedings: the mayor Malossini would have gone too, given the importance of the project under discussion, if he had not had to send greetings to Minister Bersani and the other participants at the national traffic conference, on behalf of Riva.
Meeting of Technical Representatives
The service conference gathers around the same table representatives of all provincial services called to express binding opinions on the projects under review: roads, urban planning, environmental protection, mountain basins, fire prevention, geology, and the technical committee.
All these technicians reviewed the project in early September and then scheduled a meeting yesterday afternoon, after each had the opportunity to examine and deepen the aspects of the work independently.
The fact that they all agreed to approve the definitive project by the Gentilini studio is of fundamental importance.
Indeed, the new route does not correspond to any of the existing planning tools, at both municipal and territorial levels, nor at the provincial level.
Implications and Approvals of the Project
However, the unanimity allows avoiding the request for a derogation, as the approval of all without exception is the condition for granting the derogation itself.
Thus, the Gentilini studio’s project alignment is being redrawn meter by meter both in Riva’s municipal master plan (which the province is examining and to which it may make amendments) and in the variant to the Pup, which the Dellai administration plans to approve next spring.
The schedule now foresees that Gentilini will make minor adjustments, insignificant to the overall result, as prescribed by the individual services.
Simultaneously, owners of the land involved in expropriations will receive official communication regarding the project’s existence and their opportunity to send observations and requests.
The expropriation procedure itself, barring significant oppositions, could begin in the first months of 2001.
It remains to be seen on which day the 25 months, indicated by Engineer Gentilini in the final project report as the appropriate deadline to complete the work and deliver it to the motorists of the Busa, will start.
It is certain that the West bypass has now entered the final stretch: the funds are available, the project is set, and all paperwork is in order from today.
The new asphalt strip, three kilometers from Monte Oro to Sant’Andrea, is now guaranteed.
