Salò Faces Urban-Planning Debate Over Lake Protection and Development Project
A private residence is under construction on Barbarano land in Salò, stretching from the Gardesana to the lake, prompting local protests and dissenting graffiti on the site’s fence; former deputy mayor Federico Bana said the building permit was issued by the Cipani administration but the land’s redevelopment was already foreseen in the 1998 General Town Plan (PRG) approved under then-mayor Giovanni Cigognetti.
Bana said subsequent planning instruments confirmed the area’s designated use while reducing allowable volumes, and that a 2024 general amendment to the Piano di Governo del Territorio (Pgt) adopted under the Cipani administration cut roughly 20% of the previously planned buildable area.
