Short-term rentals and national identification code: impacts on Lake Garda

As of the beginning of 2025, the obligation to obtain a National Identification Code (CIN) for properties offering short-term rentals has officially come into effect. This measure, introduced to promote the regularization of the sector at a national level, has already initiated the first checks and penalties for those who have not complied. Currently, about 80% of properties have obtained the new CIN by the deadline of January 2. Notably, in the area surrounding the three shores of Lago di Garda, the province of Verona stands out with a regularization rate of 87.62%, having issued 10,330 CINs out of 11,789 registered properties.

The Ministry of Tourism has warned that those who do not comply will face monetary penalties ranging from 800 to 8,000 euros, depending on the size of the property. Additionally, those who possess a CIN but fail to display it risk fines between 500 and 5,000 euros; violations related to safety requirements can result in penalties from 600 to 6,000 euros, and up to 10,000 euros for those managing more than four properties without submitting the Certified Notification of Start of Activity (SCIA).
