Garda Consorzio Land Registry System Enhances Territorial Governance

Informative meeting with Municipal Administrators regarding the land registry network of the Consorzio Garda Uno. Present at the meeting were not only all the mayors or their delegates from Valtenesi, but also public administrators from other localities within the territory of the Azienda Speciale Consorzio Garda Uno. The meeting was promoted by Consorzio Board Member Walter Romagnoli. Also present were engineer Oscar Papa and Dr. Nicola Scotti, delegated councilors responsible for the project development.

Objectives and content of the meeting

The purpose of the meeting, held at the council chamber of the Municipality of Padenghe, was to illustrate the operation and the various possibilities offered by the availability of the Land Registry Database, updated and covering the entire territory of the member municipalities, through the implementation of the “Project for the creation of the consortium geographic information system”. The speaker was engineer Castagnoli, a consultant appointed by the Consortium for the development of the land registry operating system, providing technical explanations to those present.

Agreements and land registry management

The Garda Consortium recently signed a memorandum of understanding with the Ministry of Finance, Department of Territory, for the management of the land registry database, including training and updating both the digital cartography and the cadastral archives. The agreement also foresees, among other objectives, updating the building cadastre archives and creating the magnetic archive of the planimetric sheets.

The importance of geographic information systems

Geographic information systems represent a resource of significant importance for entities responsible for territorial governance or that interact with it for various reasons. The Azienda Speciale Garda Uno faces the challenge and needs to optimize and improve the system for the treatment of wastewater in the 18 member municipalities. For this purpose, it is essential to inventory the collector network, municipal networks, and users, to verify cases of unconnected sewer waters and to quantify, then eliminate, the contributions of stormwater to the collector.

Current situation of the cadastre

The current land registry management suffers from a huge backlog, estimated at about 20,000 types of map parcels. The cartography is not digitized, and in some cases, the original transparent, undeformable materials are missing. The quality of updates reported on the survey copies is poor, also due to the poor preservation of the same.

Need for new solutions

A situation that calls for new solutions, which avoid updating the materials of the Cadastre itself, as these are technically difficult and delicate to handle. It is proposed to intervene on copies with suitable features. A first phase of the inventory is already ongoing, thanks to the use of interns from the post-diploma FSE course, recently completed by the Municipality of Desenzano.

Phases and commitment of the municipalities

For now, the municipalities involved are only asked to immediately commit to participating in the Project. Following this, commitments for expenditure will be established to enable the immediate start-up of the project.
