Castiglione Budget Analysis Shows Increased Autonomy and Financial Leverage

After the publication of the financial data of Italian provincial capitals concerning the financial indices of municipalities, the Castiglione assessorate, led by Innocente Sereni, also studied the situation of the local authority to assess the functioning level of the budget.

The results of the analysis, referring to 1998 and compared with Mantova, with the addition of the 2000 situation to understand the trend of the indicator, were presented by Sereni himself and by the head of the municipality’s financial area, Alessandro Beltrami.

The first data concerns the level of financial autonomy, that is, the percentage of own revenues compared to total current revenues. In 1998, Castiglione had an index of 68.28%, compared to Mantova’s 77.15%, but by 2000, the autonomy level had increased to 72.70%.

Moving on to per capita tax pressure, calculated as the ratio of own revenues to the population, it is evident that, despite the municipality’s high degree of financial autonomy, the tax burden per citizen is relatively low, amounting to 769,483 lire, versus 1,629,000 in the provincial capital.

During 2000, the incidence per castiglionese increased due to a higher level of self-financing, attributable to the introduction of the Irpef surcharge.

Structural rigidity and financial leverage

The same analysis also considered structural rigidity, i.e., the percentage of resources absorbed by personnel expenses and loan repayments. In 1998, Palazzo Gonzaga registered at 44.36%.

“Thanks to the intense financial policy of the municipality aimed mainly at restructuring the previous debt and adopting the internal stability pact,” Sereni explained, “by 2000, a percentage of 38.55% was reached, which would place us among the top twenty provincial capitals in Italy.”

Then, the so-called financial leverage was evaluated, which indicates how much remains in the budget of each municipality after paying personnel costs and loan repayments. Since these are absolute values and not percentages, a direct comparison with the sample cities used in the survey is not possible.

“However, it is significant to note how our municipality increased its financial leverage by 52.8% in two years,” adds the budget councillor. “The Sigurtà administration managed to free twice the resources it had available upon taking office to implement its political program during the term.”

It is also worth emphasizing the strong propensity for investments (latest data of the analysis, ed.), which is higher than Mantova, despite its higher tax pressure.”
