Lombardy Allocates €3 Million to Replace Polluting Vehicles by 2026

Lombardy has earmarked 3 million euros in 2026 to fund incentives for local authorities and third-sector bodies to replace the most polluting vehicles with low-emission models, an initiative presented on April 20, 2026 by Floriano Massardi, regional councillor and head of the Agriculture, Mountains and Forests Commission under the Fontana administration.

The program provides a non-repayable grant for purchasing eco-friendly vehicles, conditional on scrapping an older polluting vehicle. Eligible scrapped vehicles include petrol or gas models up to Euro 3 and diesel up to Euro 5. Grants range from 2,500 to 30,000 euros depending on the type and emission class of the new vehicle, which can be a car, motorcycle, light commercial vehicle, or cargobike. The 2026 budget is divided into two lines: 2.5 million euros for local entities, mountain communities, research institutes, and ATS/ASST, and 500,000 euros for non-commercial third-sector entities based in Lombardy and registered in the national registry.

Massardi said the policy demonstrates Lombardy’s practical approach to renewing the vehicle fleet through targeted incentives, contrasting with EU measures he described as bans and obligations. He credited the Fontana administration for a concrete step toward improving air quality in the Po Valley and enhancing public services.
