Delays and Challenges in Implementing Action 12 for Vulnerable Groups

Even towards the most vulnerable groups, the provincial bureaucracy fails to shed an unbearable elephantiasis. This is evident – not quite in such explicit terms – in a letter signed by Vice Pietro Matteotti due to the declared absence of the mayor Malossini, and sent to the president of the Employment Agency, Varesi Dr. Pietro, regarding the approval of Action 12, which guarantees six months of work to 33 individuals facing various difficulties.

Communications and delays in the implementation of Action 12

On March 12, the municipality submitted to the agency a contribution request signed by the social activities assessor, Renato Andreozzi, for 33 individuals: the same number as in 2000 to expedite procedures. On April 27, following a barrage of phone calls, the municipal office learned only indirectly and unofficially that the application had been accepted, but it was only on May 7 that a fax arrived enabling the council to commit the expenditure. As a result, Action 12 started with a 15-day delay, recruitment was slowed, and there is a risk of not completing the project by December 31. Instead of the requested 33 workers, only 32 were granted to the municipality.

Phases and recipients of Project 12

Aside from this, Project 12 began about ten days ago. As mentioned, it involves 32 workers, including repatriates, unemployed, women and men, disabled, marginalized, or handicapped individuals, selected from the 81 who submitted applications. The project includes five interventions: restoration and cleaning of trail paths in the valley floor (Baltera, Brione, Ceole, ex Cattoi, Grez, La Maddalena, Monte Oro, Varone, via Longa) and in the hamlets (Campi, Deva, Malga Grassi, Pregasina, Roncaglie, municipal warehouse); in the library for redistributing library fonds, reorganizing card catalogs and the audio archive, and relocating the historical archive; in the town hall for reorganizing the archives of some administrative offices; at the museum for handling materials for upcoming exhibitions (Sguardi Gardesani, Portrait between the 18th and 19th centuries, Preservation and restoration of Baruffaldi’s Riva, Riva-Varone Tramway, and Piazza San Rocco). The last involves services for people, for which only one person will be assigned instead of the originally planned two.
