Garda Uno Advances Water Management with Regional Cooperation
1998 could be the year when Azienda Garda Uno — after starting waste collection in eight associated municipalities, after taking over the direct management of sewage systems in one municipality and small wastewater treatment plants in some centers of the upper lake — will begin managing certain municipal aqueducts within its territory, thus increasingly becoming a company serving the citizens of Garda as well as public administrations.
In fact, The Company has not positioned itself today as the unified reference for managing all services related to environmental protection and conservation, asking Province and Region to identify the Garda area as the optimal territorial scope both for the implementation of the Ronchi Decree regarding the collection, recovery, and disposal of urban solid waste, and for the application of the Galli Law concerning the management of the complete water cycle.
Water Management and Regional Agreements
Regarding the management of the complete water cycle, it should be noted that Veneto Region has approved a law which — in application of the Galli Law — divides the regional territory into various areas, safeguarding the provision for a Garda territorial area of an interregional type, and an identical measure has also been adopted by Lombardy Region which explicitly provides for a ‘Benaco’ area and, subsequently, the possibility that this area could be extended, even partially, into the neighboring region.
It will then be possible for the two regions to conclude a program agreement for the establishment of a Garda Territorial Area that will further strengthen the cohesion of local administrations, making them more involved in the management of water resources.
After emphasizing the need on several occasions, the two companies Garda Uno and Gardesana Servizi are proposing themselves as the “single manager” of the water cycle, at least within the territories of the member municipalities.
