The new call for proposals for the concession of the “Le Pozze” kiosk, located in the public park “Gianfranco Papa” in Lonato del Garda, also known as “Parco delle Pozze,” on Via Fenil Nuovo Molini, has been published. This initiative by the municipal administration aims to revitalize a key gathering area for the Lonato del Garda community, transforming it into a hub for social interaction and entrepreneurship. The opening of the call to a broader audience and the introduced incentives represent a significant step towards enhancing public assets and fostering local economic development.
Enhancement and Transparency of the Opportunity
The Councillor for Budget and Heritage, Massimo Castellini, emphasized that the new call is based on criteria of transparency, fairness, and merit, in line with the principles of public procurement. The goal is to transform the kiosk into a reference point for social interaction and livability in the area, creating job opportunities and encouraging entrepreneurship, particularly among young people. This move is part of a broader framework for enhancing public assets and promoting local economic development.
Optimized Interventions and Conditions
Currently, the kiosk is undergoing significant renovation work, which includes repairing damage to the roof, replacing the photovoltaic system, and maintaining the electrical system. These interventions, funded by the municipal administration, will ensure that the future operator receives certifications of compliance for the electrical and natural gas systems. Unlike the previous call, the costs for extraordinary maintenance and park mowing will remain the responsibility of the administration, relieving the operator of these commitments.
The premises are designated exclusively for the provision of food and beverages. It is possible to host small performances or entertainment without dancing, provided that the acoustic limits set by the acoustic zoning plan and the hours established by the Mayor’s Ordinance are respected.
Contractual Details and Economic Incentives
The lease contract will have a duration of 6 years, renewable for an additional 6 years, subject to verification of the maintenance of award criteria or potential termination communicated 12 months in advance by either party. After 12 years, the property will return to the full availability of the entity and will be subject to a new concession through a public auction.
The annual base rent for the auction is set at €9,600.00 + VAT. To facilitate the start of the business, for the first two years of the contract, the annual rent applied will be equal to 70% of the amount offered during the bidding process, allowing the operator to amortize initial investments.
A Community Center
The Mayor, Roberto Tardani, highlighted the importance of Parco delle Pozze as a reference point for youth gathering and community socialization. The reactivation of the kiosk, with the possibility of providing refreshments and encouraging meeting points for children, families, and young people, is seen as an added value to stimulate relationships and the livability of public areas. The revision of the call’s characteristics, aimed at making it more accessible in terms of burdens and rental costs, is intended to promote participation and ensure an essential service for the community.
Participation Guidelines
Interested parties wishing to participate in the bidding process must send a request for a site visit by August 29, 2025, to the email address patrimonio@comune.lonato.bs.it. Conducting the site visit by September 5, 2025, is a necessary condition, failure of which will result in exclusion from the procedure. The deadline for submitting offers is set for 12:00 PM on September 15, 2025, via registered mail or hand delivery to the Protocol Office.
