Salò Faces Urban-Planning Debate Over Lake Garda Development

Construction of a private residence in Salò that stretches from the Gardesana road to the lake shore has provoked local protests over its impact on the lakeside landscape. Graffiti on the construction fence in Barbarano reignited the debate, while former deputy mayor Federico Bana said the volumetric capacity for the site was already established in the 1998 General Town Plan (PRG) under mayor Giovanni Cigognetti.

Bana added that although the building permit was issued under the Cipani administration, the urban decisions stem from earlier planning and were repeatedly confirmed in subsequent territorial instruments; a 2024 general variant to the Town Government Plan (PGT) reduced the buildable surface for the area by about 20%. Current municipal authorities ratified the intervention foreseen by the previous PGT but acknowledged the project’s significant impact on one of the last lakeside green areas.
