Tar Decision Spurs Ongoing Road Works and Future Traffic Plans

The decision of the Tar not to accept the suspension request for the work on the roundabout at Inviolata has had two effects, one direct and visible to all, the other induced.

The first is the ongoing rapid progress of the works in the small square: the porphyry roundabout has already appeared, around which all traffic from viale Canella, viale dei Tigli, and viale Trento will circulate before being directed onto via Baruffaldi. The administration, considering the agreement reached with the Martinatti company, plans to finish the work about two weeks earlier than Easter, aiming for late March. The public lighting will be entirely new; viale Roma can only be accessed climbing from viale Baruffaldi (a one-way in the opposite direction of the current one, affecting viale Martiri), with a narrow lane in front of the Roma bar: viale Canella will end in a large field, and cars will only be able to head north.

Effects and ongoing works

The induced effect is a strong injection of confidence in the established programs, especially regarding the Comai bis bypass. Even against that intervention, as well as against the traffic plan, the Tar will issue its verdict in May. Meanwhile, the operations continue.

Specifically, for the section of road between the Ledrense exit, at the top of viale dei Tigli, and viale Trento at the Astoria, funds are available (5 billion lire), all permits are in place, and now there is also the executive project by engineer Gobbi Frattini. In February, once the final approval from the city council has been obtained, the expropriation procedures will begin, involving three property owners: Telecom, Atesina, and Riva Sport Center.

The only owner who remains completely firm is Telecom. Atesina, through president Ceola (who is also the legal representative of Codacons), has announced that it does not intend to relinquish space before securing a new site for the bus depot. The owners of the sports complex oppose any reduction in space, even though the new layout could allow for less problematic access than the current one.

Opposition and implementation timeline

Opposition to expropriations is naturally possible through all legally provided forms: Tar and then Consiglio di Stato. Therefore, the duration of the works, which has been delegated by the province to the Riva municipality (which will also handle the expropriation process), cannot be precisely determined at the moment.

Also, the easing of traffic on Pasina depends on the Comai bis. When completed, trucks could descend from Riva Arco to the Astoria and then turn towards Ledra: only traffic heading to and from the industrial area of Ceole, including Cementi, would remain on the provincial road.
