Castiglione City Council Divides Over Neighborhood Control and Draft Resolutions
The majority was divided over the control commission for at-risk neighborhoods, such as the Cinque Continenti, and the draft resolutions to be voted on in the city council.
The discussion during the second part of Thursday night’s city council meeting in Castiglione brought many surprises.
After a relatively calm first part of the debate, tempers significantly flared, with various lists, including those from the majority, not voting unanimously on the three documents elaborated during the discussion.
Proposals and exchanges between political forces
To understand what happened, it is worth taking a step back.
The councilors of Lega Nord Zaglio and Mutti, together with opposition colleagues Paganella and Confalonieri and the majority councilor from Castiglione al Centro, Gianfranco Preti, had proposed a motion to the council advocating for control over at-risk neighborhoods, particularly the Cinque Continenti.
After the various parties expressed their positions, lively exchanges of opinion took place between Lega Nord on one side and the opposition of Ds-Ppi and Rifondazione on the other.
While the first part of the council seemed aimed at reaching a unified document, differences emerged—both from Ds and from the progressive environmental Socialists of Castiglione, part of the majority.
Drafting and voting of the documents
Saviola, for the Ds, presented his own draft resolution.
Subsequently, other councilors requested a suspension to allow a meeting among group leaders that could lead to the drafting of a unified document.
At the end of the short suspension, all the documents were put to a vote.
The Lega document was approved by the signatories from the previous days, by Castiglione Domani and by Castiglione al Centro; this decision, in particular, sparked the anger of the group of Castiglione’s Environmental Socialists.
Results of the votes and final decision
Saviola’s document received abstentions from Castiglione Domani and Castiglione al Centro, with opposition votes from the Socialists.
Finally, the group leader’s document was approved by all, with abstentions from the mayor and from PPI, Ds, and Rifondazione.
The mayor abstained from all votes.
In conclusion, the final decision will be to establish a consultative city council commission, based on article 71 of the city council’s regulations.
