Nago-Torbole to Launch Waste Reduction and Recycling Trial in 2002
The waste management trial will commence in the first months of 2002 in Nago-Torbole, becoming effective the following year. The aim is to maximize waste separation and recycling while simultaneously reducing the volume of residual waste. The approach chosen by the Municipality is based on a system already implemented in some municipalities of Veneto and, with good results, in Switzerland.
Tariff and Collection Method
The initial idea is to shift from a waste tax to a tariff system, meaning residents would pay in proportion to the waste they produce, based on volume. The method involves distributing special bags, so each person pays directly for the bags used. This aims to encourage the population to reduce waste volume by compressing waste in containers (the less space occupied, the fewer bags used, and thus the less they pay).
Furthermore, there is a push to promote separate waste collection: the distributed bags will be exclusively for non-recyclable waste (hence, the bags will be semi-transparent, with sanctions for misuse). In this case, users would also be incentivized to sort waste as much as possible because placing paper, glass, batteries, etc., into their respective containers will reduce bag consumption, resulting in lower payments.
Implementation of the New System and Informative Campaigns
The waste collection contract with the Comprensorio will expire on December 31 and will restart under the new procedures. Naturally, such a change requires time and will be implemented gradually: in 2002, bags will be distributed free of charge (in quantities proportional to the waste tax paid this year), which cannot be replaced with other types of bags, and simultaneously, an extensive informational campaign will be conducted, as announced by Vice Mayor Flavio Pompermaier (pictured), to raise awareness among residents and involve them in this initiative.
After a one-year trial, the new system will be fully operational in 2003.
