The Vice President of Confprofessioni, Claudia Alessandrelli, was heard by the Chamber of Deputies to discuss the decree on tax incentives for the construction industry. During the hearing, Alessandrelli emphasized the need to stabilize the favorable measures in order to achieve the objectives set by the European Union with the “green homes” directive.
According to Alessandrelli, the 110% Superbonus had positive effects during the pandemic and post-pandemic phase, but it is now necessary to identify an alternative strategy to achieve energy sustainability goals and support the construction sector. Additionally, Alessandrelli highlighted that the 110% Superbonus required a much greater financial commitment than initially anticipated.
To achieve the objectives of the “green homes” directive, Alessandrelli proposed three “S’s”: simplification, systematization, and stabilization of the favorable measures. She suggested consolidating all the bonuses under a single, lower tax deduction and defining clear and easy-to-interpret rules.
Alessandrelli also emphasized the importance of considering the different climatic conditions and types of buildings in different geographical areas of the country.
Finally, it was highlighted that approximately 1.8 million residential buildings in Italy are classified as energy-intensive, and that 70% of residential buildings were constructed before the 1974 anti-seismic regulations and the 1976 energy efficiency regulations.
In conclusion, Alessandrelli reiterated the importance of simplifying, systematizing, and stabilizing the favorable measures to achieve energy sustainability goals in the medium and long term.
