Garda Leadership Set for Change Amid Proposals for Metropolis or Province
There are only a few months left before the renewal of the leadership of the Comunità del Garda. An entity whose future is still uncertain, as many municipalities have left the original group that founded it.
An anticipation of renewal or reaffirmation that, even indirectly, contributes to generating proposals both for consolidation and for alternatives. For example, consider the, so far stalled, establishment of the “Province of Garda” or, as proposed, possibly with a provocative spirit, by the mayor of Manerba Isidoro Bertini, the creation of a “City or Metropolitan Area”.
Legislative proposals and ideas for the future
A not-so daring proposal, given that recent legislation has encouraged these new realities at the national level. This law, stemming from amendments to an already existing law from 1990, Law 265/99, could lead to the creation of the “super commune”.
“I propose an idea that might be worth exploring further, or at least evaluating with some attention,” explains Mayor Bertini. “It concerns metropolitan cities. Article 19 states that ‘until the establishment of the metropolitan city, the Region, through an agreement with the interested entities, can define supra-municipal areas for the coordinated exercise of local government functions, through associative forms and cooperation’.”
Questions and debate about the usefulness of the entity
Currently, there is a widespread debate among municipal administrators about the utility or lack thereof of the Comunità del Garda. Why, then — argues Isidoro Bertini — not attempt to surpass this tool, which has been important and useful so far, through the application of this new law approved last August, aiming to establish the metropolitan area, or at least a similar area, around Garda by applying Article 19.
An agreement with the regions that defines functions, coordinates, and objectives that can be clearly identified among the municipalities of the lake and that can be effectively achieved through this recognized municipal coordination by the region.” Of course, the debate and reactions are ongoing.
