Roè Volciano Hospital Project Sets Stage for Human-Sized Healthcare Facility

Roè Volciano – It will be a hospital modeled after the one outlined some time ago by former Minister of Health Veronesi. That is, spread over a few floors, surrounded by parking lots and flower beds, designed to be human-sized.

Inside, many non-healthcare services: a bar, restaurant, library, and reading room. Although the commission in charge has yet to review the project submitted by «Bovis Lend Lease» and «Elyo Italia», represented respectively by Stephen Hockaday and Domenico Catanese, the new hospital in Roè Volciano is beginning to take shape.

Design Studios and Stakeholders Involved

Three design firms are involved in the operation: Ferrari Technical Studio, Lombardia Integrata, and Nightingale, which includes Roberto Ferrari, Mike Nightingale, Virginio Brocajoli, Claire Stenton, Marco Balestri, and Filippo Bernini; all engineers and architects with numerous projects behind them.

The Bovis Lend Lease – Elyo group, which submitted the project’s proposal to the Desenzano Hospital Trust, is also working on interventions for the Brescia hospital and other hospitals in prominent Italian and international cities.

Details of the New Facility and Investments

Returning to the Roè project, it is expected to have approximately 120-130 beds, primarily rehabilitation-focused.

The Garda-based company has proposed activating six specialties: Functional Rehabilitation, Internal Medicine, Cardiac Rehabilitation, Geriatrics, Neuropsychiatry, and Palliative Care. Additional services such as an emergency point and diagnostic imaging might also be included.

What will the new structure cost? It is difficult to estimate at this stage, but reports suggest a range between 50 and 70 billion euros, which could significantly increase over the years.

Nevertheless, the commitment from the Italy-UK group is clear: the Roè Volciano hospital would be ready «turnkey» within 36 months. Furthermore, the same agreement—awaiting approval and ratification by both the Hospital Trust and the Region—provides for a 26-year management period by the group.

Project Financing and Management

The project financing model allows a private entity to submit a proposal for constructing a facility and potentially manage its operation.

Of course, the healthcare management would remain under the control of the Desenzano-based company that owns the land and buildings. The private company would handle all other services: waste collection and disposal, cleaning, electricity, bars, restaurants, etc.

Surface Area and Administrative Procedures

The future hospital will cover approximately 32,000 square meters, of which 13,000 will be dedicated to the healthcare facility itself.

No further details are available at the moment, as the expert commission led by Angelo Foschini has yet to open the extensive project and begin reviewing it.

Subsequently, it will be up to the Municipality to issue any building permits, and finally, the Lombardy Region must approve the final plan.
